Skills Alliance has been a Local Government association from 1999 to 2003, when
the association concluded and FNQ Training encouraged Indigenous Communities and
organisation's to join the board and continue developing and delivering of programs
to meet the needs of our clients. Our membership now comprises
of 65% Indigenous, 15% Local government and 15% Industry and 5% other community
groups. As part of Local Government association, Northern Skills
Alliance has a high level of knowledge and understanding of Local Government administration,
legislative requirements and governance management. The problems that may affect
Aboriginal Shire Councils and Island Councils are: Language, Literacy
and numeracy issues Lack of knowledge of basic governance issues and
processes, admin and legislative requirements. Family/clan loyalties
Level of commitment required both in time and learning Complexity and
volume of legislation Complexity and magnitude running a Council - especially
for people who have had little exposure to the overall process. |
